February 8, 2016 7:00p.m.

The regular monthly meeting of the Winfall Town Council was called to order by Mayor

Fred Yates at 7:00 p.m. Invocation was given by Councilman Preston White and the

Pledge of Allegiance was led by Mayor Yates. 

Those in attendance were Mayor Pro Tem Debbie Whedbee, Councilman Preston

White, Councilman Steav Congdon, Councilman Ken Rominger and Attorney Will

Mayor Yates asked Council if there was a conflict of interest.  None was declared.

A motion was made by Councilman Ken Rominger to approve the agenda and

seconded by Councilman Steav Congdon and so carried.

A motion was made on the approval of the January 11, 2016 minutes by Councilman

Steav Congdon, and seconded by Councilman Ken Rominger and so carried.

A motion was made to approve the Financial Report by Councilman Ken Rominger and

seconded by Councilman Preston White and so carried.

Attorney Will Crowe told Mayor Yates that he needed the year the Town extended the

Sewer Lines on Smith Road, and that he would get back with Council on the Smith

Councilman Rominger said Donna Godfrey from the Planning & Zoning Board from the

County was going to a meeting for the CAMA Core Land Use to get questions about why

we laws pertaining to buffers on Water & Storm water.  He went on to say that the Town

maybe in violation of the new laws that Legislation passed on buffers.  Councilman

Rominger also said if we were in violation the Town would have to go back and change

the requirements,  He said he suggest that Council wait until Donna comes back from

the meeting to let us know what to do.      

Secretary Sarah Value from the Fire Department was on hand with a list of things

pertaining to the fire department that needed to be addressed during the Council

meeting i.e.; voting on the New Fire Department Officers for the 2016 year.  Mayor Yates

informed Sarah that he thought the officers had to be sworn in but he would get the clerk

to check and get back with her on the next day. Other things were applying for 2016

State Grant and applying for community grants.  Mayor Yates told Ms. Value that any

grants that the Fire Dept. applies for has to be brought to Council and approved thru

Council for audit purposes. Mayor Yates tried explaining to her that the Town couldn’t

give the Fire Dept. control over applying for grants without the approval of Council.  Mrs.

Value said that it was a 50/50 grant from the State of $12,000 and some Community

Grants that was available to the Fire Dept. at no cost. She wants to apply for the grant

State Grant by March 1, 2016 deadline. Mrs. Value argued the issue of the Fire Dept.

didn’t want to wait on Mayor and Council to get an approval. Mayor Yates asked her if

she had the application available so Council could approve the state grant for the Fire

Dept. and she said no, so Mayor Yates asked Council if Sarah could get the information

and he will call the Council members to get an approval on the next day.  Sarah again

argued the issue and then said she had nothing else to say, and got up and left the

Police Department: Council had report.

Councilman Steav Congdon said the Perquimans County Recreation Department will

have a meeting on February 9, 2016 at 6:00 p.m.

At 7:45 p.m. a motion was made to adjourn the meeting by Councilman Ken Rominger

and seconded by Councilwoman Debbie Whedbee and so carried.
